Summary
Static Dawn is an extremely rules light RPG which feels like a simple homebrew; there really isn't much truly gamable material here. On top of this, the softcover has to be one of the most poorly produced books I've ever seen. From the smelly ink to huge amounts of empty page space to a number of pages being glued together to book is a mess. You might consider getting the PDF as this isn't necessarily a bad game, just a super light one.
