Summary
While the rulebook is a complete disaster, Penny Lane actually is a rather fun worker placement/light engine building game. I'm just not positive we've been playing the game correctly... Regardless, I'm hoping the rules get ironed out and aspects of gameplay clarified because there's a really interesting design under the mess here.
