Summary
For someone new to D&D I can say Tyranny of Dragon is worth picking up with the foreknowledge the GM will have some work cut out for them to make the campaign stand out; this isn't the most inspiring of adventures in the first place and is a serious railroad from start to finish. For those who already own both Hoard of the Dragon Queen and The Rise of Tiamat, I'd say take a pass (unless you're a serious completist) as the minor changes throughout don't seem to me as worth another $50 investment.
