The Master Edition of ICRPG is an excellent system for those new to roleplaying games or who are wanting an easily taught and understood system. There's also plenty of gold nuggets for GMs which are worth mining even for use in your other games. Granted, I probably wouldn't run ICRPG as written but that's really my case for every RPG. I do want to mention this is a fun read too and the author's joy for RPGs shines through.
